What is a sweepstakes casino?
A sweepstakes casino is a casino-style site or app for players in the United States. It uses two virtual currencies.
The first currency is for play only. Its name is often Gold Coins. You can buy Gold Coins, but you cannot exchange them for money.
The second currency is for sweepstakes entries. Its name is often Sweeps Coins. The site gives these coins free: as a bonus with a Gold Coin package, as a daily bonus, or after a request by mail. You can exchange Sweeps Coins that you win for cash prizes or gift cards.
The operators say that you do not have to buy anything to play for prizes. This is the "no purchase necessary" rule of a promotional sweepstakes. The operators use this rule to say that their sites are not gambling.
A social casino uses only play coins. You cannot exchange its coins for money or prizes. This page shows social casinos too, because some groups run both types of site.
Why it is not a state licence
A sweepstakes casino does not operate under a state online casino licence. In the United States, each state decides if online casinos are legal in that state. Some states, for example New Jersey, Pennsylvania and Michigan, license online casinos. A sweepstakes casino does not use this licence system.
Without a state licence, no state gambling regulator checks the games, holds the player funds or handles complaints for the site. The company that runs the site sets its own rules in its terms.
US states and the sweepstakes model
Several US states say that the sweepstakes model is illegal gambling. Their regulators and attorneys general sent cease-and-desist letters, started lawsuits and agreed settlements. Some sites stopped prize play in these states.
The rules are different in each state, and they change frequently. This page is not legal advice. For the current rules in your state, contact your state gambling regulator or attorney general.
Our data has state actions against these groups from Arizona, California, Connecticut, Florida, Illinois, Kentucky, Maryland, Michigan and New York. The table below lists them.

One row per owner group, most brands first. "All brands of the group" is the same number as on the owner page. It includes the group's other casino and betting brands. "US state actions" counts the group's records from US state and city authorities.

What it means for players
- Read the terms before you buy coins. The terms name the company that runs the site. They also list the states where you cannot play for prizes.
- A prize redemption can need identity checks and a minimum number of Sweeps Coins. Read these rules before you play.
- Do not think that a state self-exclusion list covers a sweepstakes casino. Use the limits and the self-exclusion tool of the site. Ask the support team which other sites of the same company the self-exclusion covers.
How we count
A brand is on this page when its record in our data has the product "sweepstakes" or "social casino". We count brands with the same rule as the owner pages: one brand on several domains counts as one brand. A state action is a record in our fines data from a US state regulator, a state attorney general or a city attorney in a state. It can be a fine, a settlement, a lawsuit or a cease-and-desist letter. A lawsuit is a claim. It is not a decision of a court.
