About the Kahnawake Gaming Commission
The Kahnawake Gaming Commission was set up in 1996 by the Mohawk Council of Kahnawake, a First Nations community near Montreal, Quebec. It regulates gaming in the Mohawk Territory of Kahnawake and issues online gaming permits, mainly Client Provider Authorizations (CPAs) for operators, to sites that serve players in many countries.
What a Kahnawake licence means for you
A Kahnawake permit is an offshore-style licence. It is one of the older online gaming authorities and publishes regulations, a list of permit holders and notices of suspensions and revocations.
Player protection is lighter than under a national or provincial licence. There is no national self-exclusion register that covers Kahnawake-licensed sites, so self-exclusion works site by site. Rules on deposit limits and player-fund protection are less detailed than in strict markets.
The Commission has a written complaint process for players. Complain to the operator first, then use the Commission's online form or email, between seven days and six months after the problem arose. The Commission shares the complaint, including your identity, with the operator for a response.
A Kahnawake permit does not make a site legal in your province or country. The Commission bases its authority on Mohawk jurisdiction, which Canadian provinces do not accept as a provincial licence. In Ontario, for example, only sites registered with the AGCO and contracted with iGaming Ontario are part of the regulated market.
To check a permit, search the list of permit holders on the Commission's website and check the site's domain. The Commission has warned about a fake website that copied its content and claimed to issue licences, so use gamingcommission.ca directly.
Recent rule changes
- The Commission published several enforcement notices in 2025 and 2026, including a CPA revocation effective 20 August 2025, a voluntary suspension in July 2025, and a suspension in March 2026 followed by revocation on 2 April 2026.
- In November 2025 the Commission warned that a fraudulent website was copying its content, pretending to be the Commission and claiming to issue gaming licences.
- Local newspaper The Eastern Door reported that Mohawk Online, the community-owned company that had operated in Ontario through a partnership, was wound down in 2024.

Questions
Is a Kahnawake licence safe?
It is an established but light-touch licence. Player protection is weaker than under a national or provincial licence, and there is no shared self-exclusion register.
Is a Kahnawake-licensed casino legal in Canada?
Not as a provincial licence. Provinces run or license gambling themselves. In Ontario, only AGCO-registered sites with an iGaming Ontario agreement are part of the regulated market.
How do I check a Kahnawake licence?
Search the permit holder list on gamingcommission.ca and check that the site's domain is listed.
