About the Curaçao Gaming Authority
The Curaçao Gaming Authority (CGA), formerly the Gaming Control Board (GCB), regulates gambling in Curaçao, a constituent country of the Kingdom of the Netherlands. For decades most Curaçao online licences were sub-licences issued by a few private master licence holders. Since the National Ordinance on Games of Chance (LOK) took effect on 24 December 2024, the CGA issues online licences directly to operators and suppliers.
What a Curaçao licence means for you
A Curaçao licence is an offshore licence. It is widely used by online casinos that serve players in many countries, often countries where the site has no local licence.
Player protection is much lighter than under a national licence in Europe, the UK or North America. There is no national self-exclusion register that covers Curaçao-licensed sites, so self-exclusion works only site by site. Rules on deposit limits and player-fund protection are less detailed and less tested than in strict markets.
For complaints, start with the operator. Do not assume that an independent dispute service is available: check the site's terms to see whether it names one. Older sub-licences gave players almost no route to the regulator.
A Curaçao licence does not make a site legal in your country. If your country licenses online gambling, a site with only a Curaçao licence may be unlicensed there, and your national protections do not apply.
To check a licence, click the licence seal in the site's footer; it should open a validation page on a CGA domain. You can also search the CGA's licence and enforcement registers. The CGA notes that its overviews may change and do not by themselves prove a licence is valid.
Recent rule changes
- Curaçao reformed its online gambling law from 2023. The regulator began accepting direct licence applications in late 2023. Parliament approved the National Ordinance on Games of Chance (Landsverordening op de kansspelen, LOK) in December 2024, and it took effect on 24 December 2024.
- Under the LOK the Gaming Control Board became the Curaçao Gaming Authority. The master licence and sub-licence system under the old 1993 offshore ordinance (NOOGH) was abolished. Licences can no longer be shared or leased; each operator needs its own CGA licence. Existing NOOGH licences moved to the new system through a transition period.
- Reports in 2025 described the CGA sending cease-and-desist letters to Curaçao-registered companies offering online gambling without a CGA licence. Curaçao media also reported inconsistencies in how revoked licences were shown on the public register in 2025.

Questions
Is a Curaçao licence safe?
It is an offshore licence with much lighter player protection than a national licence. There is no national self-exclusion register and no guaranteed independent dispute service.
What changed in Curaçao in 2024?
The LOK law took effect on 24 December 2024. The old sub-licences from master licence holders were replaced by direct licences from the Curaçao Gaming Authority.
How do I check a Curaçao licence?
Click the licence seal in the site's footer. It should open a validation page on a CGA domain. You can also search the CGA's online registers.
Does a Curaçao licence make a casino legal in my country?
No. If your country has its own licensing system, a site with only a Curaçao licence may be unlicensed there.
