About Agenzia delle Dogane e dei Monopoli
The Agenzia delle Dogane e dei Monopoli (ADM) is the Italian customs and monopolies agency. It regulates all public gaming in Italy, which the state runs through concessions. It grants concessions for online casino, betting, poker and bingo, as well as lotteries and land-based gaming.
What an ADM licence means for you
An Italian concession covers players in Italy. Licensed online sites use a '.it' domain, show the ADM logo and concession number, and must verify your identity and your Italian tax code (codice fiscale) before you can play.
The Registro Unico delle Autoesclusioni (RUA) is the national self-exclusion register for online gaming. One request excludes you from all ADM-licensed gaming sites for 30, 60 or 90 days or indefinitely. Licensed sites must also let you set deposit and time limits.
Complain to the operator first. ADM supervises concession holders and can suspend or revoke concessions, but it is not a court for individual money disputes.
Italy is a strict regulator, and ADM blocks access from Italy to gambling websites that have no Italian concession. It publishes the list of authorised sites and a list of blocked sites; internet providers must stop access to the blocked sites.
To check a licence, look for the ADM logo and concession number on the site, then check the list of authorised gaming sites on the ADM website.
Recent rule changes
- Legislative Decree 41/2024 reorganised online gaming. New online concessions are awarded by public tender for up to nine years, cost a one-off €7 million each, and each group may hold at most five.
- ADM launched the tender on 17 December 2024, with bids due by 30 May 2025. Law firm DLA Piper reported that ADM admitted 46 bidders to the next stage in September 2025. Reports differ on the exact number of concessions and award dates.
Owners and their ADM-licensed brands
One row per owner group (the highest operating company, never an investment fund on top). A brand on several country domains counts once. Licence numbers are shown where the register gives one.
Questions
How do I check an Italian gambling licence?
Look for the ADM logo and concession number on the site, then check the list of authorised sites on adm.gov.it. Licensed sites use a '.it' domain.
Does Italy have a national self-exclusion register?
Yes. The RUA register covers all online sites with an ADM concession.
Can I play on sites without an Italian licence from Italy?
ADM blocks gambling sites that do not hold an Italian concession. Those sites give you none of the Italian protections.
