About Gemeinsame Glücksspielbehörde der Länder
The Gemeinsame Glücksspielbehörde der Länder (GGL) is the joint gambling authority of Germany's 16 federal states, based in Halle (Saale). It was created under the Interstate Treaty on Gambling 2021 (GlüStV 2021) and took over its full responsibilities on 1 January 2023. It licenses nationwide online virtual slot machines, online poker and online sports and horse-race betting.
What a GGL licence means for you
A German licence covers players in Germany. Licensed operators appear on the GGL's official list of permitted providers (the whitelist).
German rules are among the strictest in Europe. Players have a monthly deposit limit that applies across all licensed operators together, normally €1,000. A central system called LUGAS enforces it and stops you playing at more than one operator at the same time. Virtual slots have a maximum stake of €1 per spin.
OASIS is the national self-exclusion system. All licensed operators must check it before every game, so one exclusion blocks you from all legal gambling in Germany, online and in venues.
The GGL supervises operators and acts against illegal sites, including through payment and internet blocking. It does not settle individual money disputes: complain to the operator first.
Online casino table games such as roulette and blackjack are not licensed by the GGL; each federal state decides on them. To check a licence, search the whitelist on the GGL website.
Recent rule changes
- Since 1 January 2023 the GGL has been fully responsible for licensing and supervision, including the OASIS self-exclusion register, which until the end of 2022 was run by the state of Hesse. Since that date all providers must be technically connected to OASIS and check it before every game.
- An advisory board under the GlüStV has pointed to research suggesting that the €1,000 monthly deposit limit may be too high. As of the sources we checked, the limit had not been changed.
