About the Alcohol and Gaming Commission of Ontario and iGaming Ontario
In Ontario, online gambling is run by two public bodies. The Alcohol and Gaming Commission of Ontario (AGCO), set up in 1998, is the regulator: it registers operators and sets the standards they must meet. iGaming Ontario (iGO) contracts with registered private operators and runs the online market, which opened on 4 April 2022.
What an Ontario licence means for you
An Ontario registration covers players located in Ontario only, aged 19 or older. Regulated sites must be registered with the AGCO and have an operating agreement with iGaming Ontario.
The AGCO's Registrar's Standards for Internet Gaming require identity checks, safer-gambling tools such as deposit limits, rules on advertising and bonuses, and protection of player funds.
Since 14 May 2026 Ontario has a centralised self-exclusion system, BetGuard, run by iGaming Ontario. One sign-up blocks you from all regulated Ontario online gambling sites for six months, one year, five years or a custom term. Before that, self-exclusion worked operator by operator.
Complain to the operator first and keep the complaint reference number. If the dispute is not resolved, you can escalate it to iGaming Ontario, which reviews disputes but cannot settle bets, refund wagers or pay compensation. Complaints about rule breaches, such as responsible gambling or advertising, go to the AGCO through its iAGCO portal. The AGCO can fine operators and suspend or revoke registrations, but a penalty does not settle your own dispute.
To check a site, look for the iGaming Ontario mark and check the list of regulated operators and websites on the iGaming Ontario website. Sites outside that list are not part of Ontario's regulated market.
Recent rule changes
- Ontario opened its regulated online market to private operators on 4 April 2022. Before that, the only legal online casino was run by the provincial lottery corporation (OLG).
- Under the iGaming Ontario Act, 2024, iGO stopped being a subsidiary of the AGCO and became a standalone provincial agency on 12 May 2025. The AGCO remains the regulator. The government said the change addressed a conflict of interest raised by Ontario's Auditor General.
- iGaming Ontario launched BetGuard, a centralised self-exclusion system covering all regulated operators, on 14 May 2026.
- Other provinces regulate online gambling separately. Alberta's regulated online market is not covered on this page.
